Features of the application:

comes with three versions: CONSOLE, X-Window and KDE.
stores in a log file the connection data (date, length, cost, received and sent bytes, etc.)
can send an e-mail to the specified user with data of latest connections, cost since the last bill, etc.
you can consult the connections and expenses made by one user or by all users.
you can set alarms so it can warn you when you reach a specified time or cost.
by minimizing the program the connection data will be shown in the task-bar. Naturally, it only works in window-managers who have task-bar.

There are not any rpm packages available. You may try to convert the deb packages to rpm packages using "alien" which should be in your distribution.
